The William F. Babin photographic negatives contain approximately 2,000 negatives depicting the construction of the Interstate 279 expressway from downtown Pittsburgh northward to its juncture with Interstate 79. The bulk of the negatives show construction from the East St. exit to the Veterans Bridge over the course of four years.

William F. Babin was born in Pittsburgh, Pa., in 1939 and began working for a commercial photographer named Jack Schrader in 1959. Babin enrolled in the New York Institute of Photography in 1961 where he studied portraiture while working for a Manhattan studio. He was hired as the staff photographer with the Dravo Corporation in 1968, and in 1983 he and Richard Rich started Image Point Pittsburgh, an industrial and commercial photography business.
